·        This document contains instructions for submitting grant applications to either or both the SBIR and STTR programs.  Provisions that apply exclusively to STTR are distinguished by italics. 

·        If the application includes a substantial collaborative effort with a non-profit research institution as a subcontractor, the applicant may request on the cover page that the application be considered in both programs, thereby increasing its chances of winning an award in one of them. 

·        Applicants may select any of the 47 technical topics to apply for SBIR, STTR, or both programs. 

·        The budget page has been revised to eliminate the line for “cost sharing”.  Only Federal funds will be reflected on the budget page.  Applicants proposing to make a commercial contribution in support of their project are encouraged to do so and may describe their contribution in the text of their work plan (see section 3.3.3b). 

·        All applicants must address the public, non-governmental, benefits that may result should their project progress successfully to commercialization (see sec. 3.3.1b and sec. 3.3.2b). 

·       Mailing and delivery procedures have changed due to increased building security requirements.
